Associate Deputy Minister, Health System Information Management and Chief Information Officer (CIO)

Lorelle Taylor is the Associate Deputy Minister, Health System Information Management and Chief Information Officer (CIO).  She provides leadership for information management, data and analytics and digital solutions that support Ontario’s health system.

Lorelle has worked in the private and public sectors, having spent the majority of her career in the public sector.  She has extensive experience in programs delivered in the areas of health, health services, social services, and children and youth services.  Lorelle has lead the development and implementation of a diverse range of initiatives, including those that bring the province public health, OHIP programs and public drug, such as the Ontario-wide, implementation of the digital health immunization program, and, the digital health drug repository – providing to Ontario’s clinicians the best medication profile information that is available today.

She is known as a committed, experienced, delivery-oriented leader, with strong technical, strategic-thinking, collaborative and team-building skills.




Melanie Fraser

Associate Deputy Minister, Health Services

Melanie Fraser was appointed the Associate Deputy Minister, Health Services in October 2018. In this role, Melanie will lead the Acute and Emergency Services, Capacity Planning and Capital, Community, Mental Health and Addictions, and French Language Services, and Long-Term Care Homes Divisions to ensure a patient-centred, quality-driven, effective and efficient health care system through a coordinated and integrated approach to planning and implementation.

Prior to her current role, Melanie held several senior positions; most recently, she was the Corporate Chief Information Officer. In this capacity, Melanie provided strategic direction and executive leadership for the planning, implementation and management of the I&IT strategy for the Ontario Public Service through an integrated and comprehensive service planning and delivery structure.

Melanie also held the role of the Chief Administrative Officer/Assistant Deputy Minister, Corporate Services Division with Treasury Board Secretariat; Director of Operational Services for the Death Investigation System supporting the Office of the Chief Coroner & Ontario Forensic Pathology Service; and Chief Financial Officer and Director of Executive Support to the Deputy Minister, Ministry of Community Safety and Correctional Services including the role of. Before she started her career in the Ontario government, Melanie worked for a Mutual Fund and Securities dealer in Toronto’s financial district. 

Melanie is a passionate public servant and has spent her career championing a culture of service and collaboration and has implemented several innovative partnerships, designed to make the OPS a true workplace of the future.

Melanie is a graduate of the Executive Development Program at the Richard Ivey School of Business and holds a Masters and Honours Bachelor of Arts from Wilfrid Laurier University. Melanie and her husband Steve enjoy cooking and golfing and have two active young children.
