General Templates and Guidelines for all MOHLTC-Funded Research
The Ministry of Health and Long-Term Care (MOHLTC) funds research into health services and population health. The MOHLTC Research Program’s priority is to fund research into the health system in Ontario for the benefit of the people of Ontario.
Biomedical research is funded by the Ministry of Research and Innovation.
To request MOHLTC funding for research applicants must use the Research Grant Application form.
The Research Grant Application Form contains a budget that must be included with your application. For your reference, here is a sample budget.
Research grant applications may be subject to a review. You are invited, but not required, to attach the names of potential peer reviewers in Section 6 of this grant application.
Research that uses personal health information (PHI) or human subjects must obtain approval from a research ethics board (as per section 44 of the Personal Health Information Protection Act, 2004).
If the research will require MOHLTC-held data sets, please contact the Health Data and Decision Support Unit at 416-327-7727 for more information about how to access provincial health data holdings.

Eligibility for Funding
Only Ontario researchers are eligible for MOHLTC research funding.
The MOHLTC flows funding to researchers (grant recipients) through sponsoring organizations which then administer research grant funding on behalf of the grant recipient(s). To be eligible for an MOHLTC research grant, both the researcher (grant recipient) and the sponsoring organization must be :
- a legal entity, such as an individual, a corporation, a municipality or an Indian band; and
-
- a post-secondary institution or affiliated institution, such as a university, hospital or research institute;
- a non-governmental non-profit health sector organization;
- a crown agency; or
- any other non-profit organization.
Research Grant Deliverables
Research grants are governed by agreements between the principal researcher, the sponsoring organization and the MOHLTC. Please note clause 15 in our Standard Agreement which governs intellectual property.
Although the specifics of each agreement may vary according to the parameters of the project or program, the MOHLTC requires progress reports that are standard for all current agreements. The standard progress reports that are required by all current research agreements include :
