Change in Action - Residents First : Advancing Quality in Long-Term Care

(Ontario Health Quality Council, now part of Health Quality Ontario)

Residents First is currently the largest, most concerted effort made in Ontario's LTC sector to improve the health outcomes for residents and to increase the sector's capacity to meet and serve residents needs. It is a provincial initiative that has been designed to increase capacity at the ground-level to support homes in acquiring new skills and promoting performance improvement, along with engaging leaders in how to support the front lines in achieving quality.

Vision : That each resident enjoys safe, effective and responsive care that helps them achieve the highest potential quality of life.

Mission : To grow capacity for quality improvement (QI) so that the quality of each resident's care in Ontario is the best in Canada and comparable to leading jurisdictions the world over.

The design and implementation of Residents First has been guided by a provincial steering committee, comprised of 12 sector partners that include Ontario Long-Term Care Association (OLTCA), Ontario Association of Non-Profit Homes and Services for Seniors (OANHSS), Health Quality Ontario (HQO), Local Health Integration Networks (LHINs) and Ministry of Health and Long-Term Care (MOHLTC). In its first year, front-line staff from homes participated in face-to-face training for quality improvement skill development, supported by LHINs who hosted regional training events. The structured learning sessions provided training in the areas of ED avoidance, resident experience, pressure ulcer prevention, falls prevention, continence care, and LEAN process improvement (i.e., increasing proportion of time to direct resident care).

The goal of Residents First is to have all 620 homes receive QI training in both the areas of leadership and prioritized clinical domains.
