Strengthening Transparency and Accountability in the Public Drug System

Ontario’s drug system is more accountable and transparent than ever before. In 2006, the government enshrined the principles of transparency and good governance in The Transparent System for Patients Act – 2006. Since then, the government has moved forward with several important initiatives that improve the accountability and transparency of the system. Perhaps the most important of these is the appointment of the Executive Officer to manage the Ontario Public Drug Programs, with a responsibility to publicly communicate listing decisions.

In addition, patients have been given more influence over drug listing decisions with the appointment of two patient representatives to the Committee to Evaluate Drugs.

Finally, the Ontario Pharmacy Council was established in November 2006 to provide a forum for pharmacists and the government to discuss drug-related policy. The 12-member Council is appointed by the Minister of Health and Long-Term Care, with a mandate to make recommendations to the Ontario Public Drug Programs related to the definition and implementation of pharmacists' professional services, and on the necessary infrastructure and supports for the implementation of those services.
