Declaration of Routine Conditions means that the healthcare system is operating under normal conditions. Under these conditions the ministry maintains ongoing surveillance for abnormal events. |

Declaration of Enhanced Conditions means that a potential emergency is developing at a local level. Under these conditions the ministry enhances its surveillance and monitoring activities and takes appropriate related actions.
