Pandemic (H1N1) 2009 : A Review of Ontario’s Response is an overview of Ontario’s response. It identifies the elements of the response that worked well and opportunities to strengthen health emergency response processes and plans at all levels of the health system. It captures lessons learned and identifies next steps that can be used to guide future influenza pandemic planning activities in Ontario.

This report incorporates information gathered by the Ministry of Health and Long-Term Care through surveys, focus groups, deliberative dialogue sessions, reviews of documents collected during the response, and interviews with key informants. It also takes into account observations from two parallel review processes: The Chief Medical Officer of Health’s report on Ontario’s experiences during the pandemic and the operational review conducted by the Ministry of Finance’s Ontario Internal Audit Division.
