Health Emergency Stockpiling Program for the Health and Broader Public Sector

Since 2006 the Ministry of Health and Long-Term Care has been working to put in place a health emergency stockpile of supplies and equipment for use during an influenza pandemic or other health emergency. This stockpile is intended to support health care settings and providers to protect the health and safety of health workers if/when their own stockpiles are exhausted or supply chains are interrupted.

As outlined in the Ontario Health Plan for an Influenza Pandemic (OHPIP), to ensure a baseline level of preparedness across Ontario’s health system, health service providers and facilities, along with other Broader Public Sector (BPS) Clients, are encouraged to put in place their own 4-week stockpile of critical supplies and equipment for use during a health emergency.

In order to support the establishment of stockpiles in the health and broader public sector, the ministry has launched an initiative to offer access to the ministry’s contracted competitive pricing with supply vendors. This pricing can be used by health care settings/providers to procure infection control and personal protective supplies and equipment at a competitive rate, solely for the purpose of building their 4 week stockpile for use during a health emergency.

General infection control supplies and personal protective equipment such as gowns, gloves and respiratory protection are of highest priority in developing a health emergency stockpile. These are the types of items which can be accessed through this initiative. BPS and Healthcare Clients must enter into their own contractual relationships with the vendors based on the ministry’s pricing.

Access to this pricing is intended to help health care settings/providers establish or enhance their health emergency stockpiles. It is not intended to interrupt regular or current contractual relationships and supply chains.
