Overview of Hospital Chemical/Biological/Radiological/Nuclear (CBRN) Training Program

  1. Awareness - This level will cover basic knowledge of emergency response procedures in CBRN events. All hospital staff may potentially receive this level of training. A self-study, internet-based curriculum will be provided to all hospitals by the EMB. At the end of this course, you will be able to :

    • Recognize the presence of a CBRN threat
    • Protect yourself and others in the immediate area
    • Notify appropriate personnel and/or agencies
    • Secure the area and contain the immediate threat

  2. Operations - This level will provide working knowledge of CBRN equipment and CBRN emergency response procedures. The primary audience for this level will be emergency department staff in all hospitals. However, a clinical background is not required and hospitals can choose at their discretion staff with applicable skill-sets to participate in this level of training, e.g., infection control, occupational health and safety, maintenance/ engineering, security officers, etc. This is a one-day classroom training session utilizing a train-the-trainer approach. At the end of this course, you will be able to :

    • Assess and treat exposed patients according to your scope of practice
    • Contain and control spread of the agent

  3. Specialist - This level will provide enhanced technical knowledge of CBRN equipment and advanced emergency response procedures in a CBRN emergency. The Specialist curriculum is comprised of two sections :

    1. an on-line pre-course; and
    2. a two-day interactive classroom session, which is provided by the Emergency Medical Assistance Team (EMAT)

Hospital staff trained at this level will then train all hospital emergency department (ED) or other relevant staff in their hospital, as well as staff within their Local Health Integration Network (LHIN) boundaries. At the end of this course, participants will be able to :

    • Recognize the presence of a CBRN threat
    • Protect yourself and others in the immediate area
    • Notify appropriate personnel and/or agencies
    • Secure the area and contain the immediate threat

    • Protect other staff, patients, bystanders as well as hospital property, buildings and equipment
    • Assist and decontaminate (if necessary) exposed persons
    • Assess and treat exposed patients according to your scope of practice
    • Contain and control spread of the agent

    • Identify CBRN agents and their specific treatments
    • Treat complex exposures and injuries
    • Teach Operations level competencies
    • Act as an expert resource

The specialist level course includes detailed curriculum on medical signs, symptoms and treatment of different chemical and biological agents. Therefore it is imperative that specialist level staff can understand the curriculum to this level of detail.
