Alternate Funding Plans for Academic Health Science Centres
AHSC AFP Task Force Members
Graham W.S. Scott, C.M., Q.C. – AHSC AFP Task Force Chair Mr. Scott is a senior partner and former managing partner of McMillan Binch Mendelsohn LLP and partner-in-charge of the firm's public policy and government issues practice. He joined the firm in 1984. Mr. Scott served as executive assistant to the Rt. Hon. Robert Stanfield, Leader of the Opposition for Canada from 1970 to 1976 and served as Assistant Deputy Attorney General Courts Administration and Inspector of Legal Offices; Associate Secretary of the Cabinet; Deputy Minister of Environment and Deputy Minister of Health between 1976 and 1984. He has extensive experience in representing health and government sector clients in matters of governance and accountability and has been involved in the governance and restructuring of more than 35 hospitals in the past few years. In 2001-2002, Mr. Scott served as Interim President and CEO of Cancer Care Ontario. In February 2004, Graham and Maureen Quigley were commissioned by the Ontario Hospital Association with the support of the Ministry of Health and Long-Term Care to prepare the Report on Hospital Governance and Accountability in Ontario, which was released by the OHA in April 2004. Mr. Scott serves as Chair of the Board of the Canadian Institute for Health Information (CIHI); Director of Sanofi Pasteur Limited; Director of the Atlantic Salmon Federation; Director of the Institute for Research on Public Policy; and Trustee of the Retirement Residences Real Estate Investment Trust. Graham was appointed to the Order of Canada as a Member in 2005. Dr. Brown is a professor of Clinical Neurological Sciences at the Schulich School of Medicine and Dentistry at the University of Western Ontario He has held leadership positions in postgraduate medical education, physician resource planning and negotiations at Western, at the Royal College and at the Council of Ontario Faculties of Medicine. He is Chair of the Governing Committee of the Academic Medical Organization of Southwestern Ontario. Ken Edwards, MD, CCFP (EM), FRCPC Dr. Edwards is an attending physician at Kingston General Hospital and Hotel Dieu Hospital, an Assistant Professor of Emergency Medicine at Queen's University and President of the Clinical Teacher's Association also at Queen's University. In addition to his teaching and clinical responsibilities, Dr. Edwards is a signatory and Governor of the South-Eastern Ontario Medical Organization (SEAMO) and acts as the organization's lead contract negotiator. Dr. Edwards also serves as the Deputy Registrar for the Medical Council of Canada Licensing Exam Part 2 at Queen's University. Dr. Robert Howard is the Executive Vice President, Programs, Education and Chief Medical Officer at St. Michael's Hospital, a position he has held since 1998. His vice-presidential responsibilities include the Heart Program, the Diabetes Comprehensive Care Program, the Specialized Complex Care Program, and Perioperative Services, as well as Hospital-Wide Theme Development. Dr. Howard is responsible for developing Education at all levels in the Hospital and for strengthening the link with the University of Toronto and other academic partners. As Chief Medical Officer, he is responsible for credentialing and standards of medical practice for dentists, midwives and physicians in the Hospital. Dr. Howard has an undergraduate degree in Industrial Engineering from the University of Toronto and graduated from McMaster University Medical School in 1975. In 1982, he joined St. Michael's Hospital as a staff Cardiologist with a special interest in Echocardiography. Dr. Howard became Director of the University of Toronto Training Program in Cardiology in 1989. Dr. Howard continued to assume greater administrative responsibilities and in 1993 became Acting Chief for the Division of Cardiology he was named the Medical Director of the Heart Program one year later. Dr. Howard is an Associate Professor, Faculty of Medicine, University of Toronto and continues to practice clinical Cardiology one day per week. In 2003, Dr. Howard graduated from the Richard Ivey School of Business Executive MBA Program. Joel Jeffries FRCPC, M.A., M.B., B.Ch., B.A.O Dr. Jeffries was born in Manchester, England and completed his post-secondary studies at Dublin University. He became a Fellow of the Royal College of Physicians of Canada in 1970. Dr. Jeffries has been a valued member of the Psychiatry staff of the Centre for Addiction and Mental Health (formerly The Clarke Institute) since 1969 and became an Associate Professor at the University of Toronto's Faculty of Medicine in 1973. Dr. Jeffries is a past President of The Associates, the hospital partnership (1978-1988, 1991-2004) and is the current Chair of the Alternate Funding Plan Association, a position he has held since 2003. Dr. Jeffries has authored more than 90 publications and is the co-author of the "Clinical Handbook of Psychotropic Drugs" which is now in its 16th edition and has sold over 190,000 copies. Dr. John G. Kelton is a hematologist, a researcher, a vice-president of McMaster University and dean of its Faculty of Health Sciences including the Michael G. DeGroote School of Medicine. Dr. Kelton's focus in research over the past 30 years has been platelet and bleeding disorders. This has lead to many national and international awards for research excellence, including induction as a Fellow of the Royal Society of Canada, the Jean-Julliard Award from the International Society of Blood Transfusion; the Emily Cooley Award from the American Association of Blood Banks and the Bernard L. Schwartz Award from the Scripps Research Institute. He also holds a Canada Research Chair in transfusion medicine. Before joining McMaster University in 1977, Dr. Kelton was a graduate cum laude of the University of Western Ontario and received specialty and research training in internal medicine and hematology at Duke University. He is the author of more than 250 peer-reviewed articles, 80 book chapters, and five books. Gillian Kernaghan, MD, CCFP, FCFP Dr. Gillian Kernaghan is the Vice-President of Medical and Professional Affairs for St. Joseph's Health Care, London. During her years in this role, Dr. Kernaghan has assumed responsibility for a number of programs and services within the hospital. She is currently accountable for the medical/dental/midwifery staff functions, academic liaison, pharmacy, ethics and allied health professional leadership. She chairs the Thames Valley Chiefs of Staff Committee and is a past Chair of the Senior Medical Leaders Committee for the Ontario Council of Teaching Hospitals. Dr. Kernaghan serves on the OHA Wait List Advisory Committee, the Physician Hospital Care Committee and the Academic Health Sciences Centre AFP Task Force. Dr. Kernaghan practices one day per week as a family physician. She received her medical degree from the University of Western Ontario in 1982, her CCFP from UWO in 1984 and her FCFP in 2000. Geraint Lewis, M.B., B.Ch, FRCPC Dr. Lewis is an Assistant Professor at the University of Ottawa and serves as a consultant in pain management for Cancer Care Ontario. He has been an active attending staff anaesthesiologist at The Ottawa Hospital and a clinical associate member of the Royal Ottawa Health Care Group since 1985. In addition to his academic and clinical responsibilities, Dr. Lewis is the Chairman of The Ottawa Hospital Academic Medical Organization (TOHAMO) and President of The Ottawa Hospital's Physicians' Association; appointments he has held since 2003. Dr. Lewis has been active on several provincial committees and Boards and is currently a Board District 8 Director for the Ontario Medical Association (OMA), a member of the Ontario Operative Anaesthesia Committee, the OMA representative to the CMPA Medical Professional Liability Committee and a member of the provincial AHSC AFP Task Force. He is the past Chairman of the OMA Section on Anaesthesiology and the OMA Section of Clinical Teachers and served as an ex-officio member of the OMA Board of Directors. Dr. Lewis graduated from the Welsh National School of Medicine and did his Residency in Anaesthesiology at the University of Ottawa. He completed his Fellowship in Regional Anaesthesia and Pain Management at McGill University in 1987. Dr. MacLeod is a member of the OMA Board (Section of Clinical Teachers) and President of the Clinical Teachers' Association of The University of Western Ontario (CTA-UWO). Dr. Macleod is a practicing orthopaedic surgeon at the Victoria Hospital campus of the London Health Sciences Centre and has held an academic appointment with the University of Western Ontario since 1996. Dr. MacLeod is actively involved in the Academic Medical Association of Southwestern Ontario (AMOSO) and was a member of the original Academic Health Science Centre Provincial Steering Committee. Dr. Chris Morgan graduated from the University of Toronto medical school in 1973. He trained in Internal Medicine and Cardiology at the University of Toronto and completed a fellowship in Critical Care Medicine at the University of Florida. He joined the Faculty of Medicine, University of Toronto in 1980. His initial clinical appointment was at the former Wellesley Hospital. Since 1988, he has been on the staff of Sunnybrook and Women's College Health Sciences Centre. He currently holds the university rank of Associate Professor. Dr. Morgan practices both invasive and non-invasive cardiology. He was the acting head of the Division of Cardiology from 1992-1995 and was Medical Director of the Cardiology / Cardiovascular Surgical Patient Service Unit from 1993-1995. Presently, Dr. Morgan is deputy head of the Division of Cardiology and Medical Director of the Coronary Care Unit. Dr. Morgan is the elected chair of the S&W AFP governance body and is the vice-chair of ACMS, a physician management service organization. He is the current president of the Sunnybrook and Women's Medical Dental Midwifery Staff Association. He was a 'side table' participant in the most recent OMA/MOHLTC negotiations representing the interests of academic health science centre physicians. He is also the immediate past Vice-chair Medical of the Cardiac Care Network of Ontario. Barry B. Rubin, BSc, MD CM, PhD, FACS, FRCSC Dr. Rubin is the Chief of the Division of Vascular Surgery at the University Health Network and maintains a basic science research laboratory where he studies skeletal muscle injuries related to ischemia and reperfusion. Dr. Rubin has received multiple honours for his research and his work has been published in several basic science journals. In addition to his clinical and research activities, Dr. Rubin is the Vascular Surgery Business Unit Manager at University Health Network and is a member of the University of Toronto Department of Surgery Finance Committee. He is the President of the University Health Network - Mount Sinai Hospital (UHN - MSH) Health Practitioners Funding Group, and Chairman of the Board and Chief Executive Officer of the Mount Sinai Hospital - University Health Network Academic Medical Organization. Dr. Rubin attended McGill Medical School and continued his training with a surgical internship at Mount Sinai Hospital and General Surgery training at the University of Toronto, leading to Royal College Certification in General Surgery in 1993. Dr. Rubin received a Certificate of Special Competence in Vascular Surgery from the Royal College of Physicians and Surgeons of Canada in 1994. Dr. Rubin also holds a doctorate degree in experimental medicine from the Institute of Medical Sciences at the University of Toronto. Dr. Smith is President and CEO of the St. Joseph's Health System, which is comprised of St. Joseph's Healthcare Hamilton, St. Mary's General Hospital Kitchener and St Joseph's Lifecare Centre Brantford. Dr. Smith is an Associate Professor in the Department of Medicine, Faculty of Health Sciences, McMaster University, and remains active in the MD Program, Postgraduate Medical Program and the DeGroote School of Business. Dr. Smith was educated in Canada, the United States and Great Britain. Prior to joining the St. Joseph's Health Care System, Dr. Smith worked and trained in the areas of medical curricula development, management training for academic health professionals, performance and incentives models for enhanced creativity and productivity and held various positions in both universities and teaching hospitals. Dr. Smith has also served as a Provincial Supervisor and a hospital coach for the Ministry of Health and Long Term Care. John Robert Wright, MD, MBA, FRPC Dr. John Wright has served as Vice President, Medical Affairs at the University Health Network (Toronto General Hospital, Toronto Western Hospital and Princess Margaret Hospital) since September 2000. He is an Associate Professor of Medicine, University of Toronto and continues an active practice in Gastroenterology. In 1994, on completion of an Executive MBA degree at the Rotman School of Business at the University of Toronto, he was elected Chairman of the Medical Advisory Committee for an unprecedented three terms or seven years and sat on the Board of Trustees of University Health Network throughout that time. The following year, he was appointed to the newly created role of special assistant to the Honourable Jim Wilson, Minister of Health. Serving in that position for 2 years, Dr. Wright continued in the role of Advisor to the Honourable Elizabeth Witmer when she became Minister of Health. On returning full time to the University Health Network 1998, Dr. Wright was appointed President and Chief Executive Officer of Toronto Medical Laboratories. Dr. Wright is the incoming Chair of the Chief of Staff Committee for the Council of Academic Teaching Hospitals of Ontario. He serves on the Executive of Region Three, Ontario Hospital Association. He represents UHN on the Clinical Relations Committee, University of Toronto and on its Executive Committee. He sits on the Senior Management Committee of UHN and serves on the Board of Trustees, The Toronto General and the Toronto Western Research Foundation. |
