Commitment to Care : A Plan for Long-Term Care in Ontario

Executive Summary
In December 2003, the Minister of Health and Long-Term Care George Smitherman asked Parliamentary Assistant Monique Smith, MPP, Nipissing, to undertake a review of long-term care facilities across the province. The formal review took place between January 15 and March 23, 2004. Unannounced visits were made to over twenty homes, varying in size, ownership structure, location (urban and rural) and serving specific cultural groups. In addition, extensive stakeholder consultations took place with close to one hundred groups and individuals active in the long-term care community. The government is committed to providing homes where our seniors can live in dignity with the highest possible quality of care. To ensure we achieve this goal, this report focuses on five main areas for government action in the long-term care sector: improving quality of life; ensuring public accountability; developing clear enforceable standards with tougher inspection and enforcement; improving staffing and system administration; amending legislation and reviewing the funding formula.
