Why is the government transferring WPH?

The transfer of WPH will :

  • integrate psychiatric services and resources more effectively into the local and regional mental health system;
  • secure and protect the resources for psychiatric services and ensure they will be used for treatment of severe mental illness;
  • allow more local control over the services to ensure they will meet individual community health planning needs; and
  • integrate service planning and delivery more fully with future Local Health Integration Networks.

What hospital/healthcare corporation will eventually be responsible for operation of the WPH?

WPH will become a new specialty psychiatric hospital incorporated under the Corporations Act and approved under the Public Hospitals Act. A new hospital board has been formed to assume the governance and management of the WPH.

Will the newly transferred operation have its own board of directors? How will they be chosen?

The Whitby Mental Health Centre Corporation (WMHCC) has a volunteer Board. The Board members were identified through a public process that sought regional representation as well as an appropriate mix of skills.

When will the transfer of the WPH take place?

The date of the transfer is expected to take place on March 26, 2006, after all necessary discussions have taken place and agreements reached.

What will happen to the clients of WPH as a result of the transfer?

Clients will continue to receive the same quality services and care that they have in the past within the same facility.

What will the impact of the transfer be on programs and services at WPH?

Governance and management of programs and services will be transferred to the new WMHCC without change.

Will the geographic location remain the same? Or will beds from WPH be moved into an existing hospital/healthcare corporation?

WPH was built in 1995 and is a state-of-the-art mental health facility that will remain at its current location of 700 Gordon Street in Whitby, Ontario. No beds will be moved from the current site of the WPH. WPH has a number of lease agreements and service agreements for outpatient and community services that will be transferred to the new corporation.

How many beds are currently in WPH? How many will remain after the transfer?

There are currently 320 beds at the WPH and they will remain at the existing location in the new Hospital Corporation.

How many people will lose their jobs as a result of the transfer?

This transfer is about ensuring the best possible care for people with mental illness living in the central east region of Ontario. It's about ensuring that people with mental illness have easier access to a full range of services suited to their needs in the most appropriate setting. It is also about making sure that community mental health services are better coordinated and integrated to meet the mental health care needs of the community.

Once governance has been established, the new Hospital Corporation will be responsible for all staffing decisions.

All current staff will be offered a position with the new hospital corporation in accordance with the signed Memorandum of Agreement between the Crown in right of Ontario, represented by the Ministry of Government services, and the Whitby Mental Health Center Corporation.

How many other transfers remain and where?

The Penetaguishene Mental Health Centre will be the only remaining provincially run psychiatric hospital. Please call MOHLTC's media line at 1-888-414-4774 about the Mental Health Centre at Penetanguishene.

How many PPH transfers have taken place so far and where?

Eight provincial psychiatric hospitals have already been transferred to the public hospital system. They are :

  • Queen Street Mental Health Centre, transferred to the Centre for Addiction and Mental Health in March 1998
  • Brockville Psychiatric Hospital, transferred to Royal Ottawa Health Care Group in October 2000
  • Hamilton Psychiatric Hospital, transferred to St. Joseph's Hospital, Hamilton in November 2000
  • St. Thomas Psychiatric Hospital, transferred to St. Joseph's Health Care, London in January 2001
  • London Psychiatric Hospital, transferred to St. Joseph's Health Care, London in February 2001
  • Kingston Psychiatric Hospital, transferred to Providence Continuing Care Centre, Kingston in March 2001
  • Lakehead Psychiatric Hospital, transferred to St. Joseph's Care Group, Thunder Bay in June 2003
  • North Bay Psychiatric Hospital, transferred to the Northeast Mental Health Centre on November 21, 2005.
