• Hospital Bed Location After Restructuring

I. Hospital Services

• Essex County will have a comprehensive health system with:
  • Hotel Dieu Grace Hospital offering a full range of acute care services including emergency, trauma services and acute mental health, with the Grace site to close by February 1999;
    
  • Windsor Regional Hospital consisting of two sites:
    • Metropolitan site to provide a full range of acute care services including paediatrics, obstetrics, neonatology, and emergency services; and
      
    • Western site to provide complex continuing care, long term and regional rehabilitation, and longer term mental health services by December 2000.
  • Leamington District Memorial Hospital to maintain its role as a full service, primary and secondary care community hospital with improved clinical, administrative and support services linkages with the Windsor hospitals.
• In 2003, there will be a total of 1,089 beds to meet the needs of the growing and aging population:
  • 530 acute care beds, growing to 625 in 2003;
    
  • 68 acute and 59 longer-term adult mental health beds;
    
  • 9 paediatric mental health beds;
    
  • 81 rehabilitation beds including five transition to independent living places;
    
  • 67 sub-acute care beds; and
    
  • 180 complex continuing care beds.

II. Recommended Reinvestments

• Essex County will be able to meet the growing need to provide services to the elderly, with 1,332 additional long term care places needed to 2003, including:
  • 446 long term care beds (nursing homes and homes for the aged); and
    
  • 886 long term care places in supportive housing, adult day care and attendant care.
• Recommendation to the Minister of Health to develop and fund an integrated health system in Essex County as a pilot project for the province.
  
• A reinvestment of $24.7 million in services is recommended:
  • $8.3 million in long term care;
    
  • $3.4 million in home care;
    
  • $4.4 million in rehabilitation;
    
  • $2.8 million to accommodate 59 longer term mental health beds and nine beds for child and adolescent mental health services;
    
  • $4.8 million in sub-acute care (for people who need acute care such as nursing and therapy, but do not require daily physician involvement); and
    
  • $1.0 million in Magnetic Resonance Imaging services.
• Recommended reinvestment of $102.9 million in construction, renovation and equipment.
  
• $33 million in annual savings, representing 14.4 per cent, based on 1995/96 net expenses of $229 million.
