Toronto, March 27, 1998 - The Health Services Restructuring Commission (HSRC) today confirmed its plan to transfer the operation and management of the Wellesley Central Hospital's (WCH) programs and services to St. Michael's Hospital (SMH) by April 6, 1998.
"A good transfer plan is absolutely necessary for patient care to be maintained during the transition period and improved once restructuring is completed," said Duncan Sinclair, Chair of the HSRC.
Under the plan, SMH will create a standing committee of its Board that will advise the Board on matters relating to the management and operation of the programs and services of the WCH.
Further, one-third of the elected members of the SMH's board will be elected from nominees of the WCH as well as two of the four medical staff positions on the board.
The Central Hospital site of the WCH will become an ambulatory care centre, the Sherbourne Hospital Corporation (SHC). SMH will be responsible for incorporating the SHC, with initial board membership of one-third each from WCH, SMH and the community. The Toronto East General Hospital will identify the community nominees.
The Ministry of Health will negotiate with WCH for the use of The Central Hospital site by the SHC. A change to the Notices to Issue Supplementary Directions issued on March 13 is that if the parties cannot reach an agreement by April 15, 1998 regarding compensation to the WCH for the use of the SHC, St. Michael's Hospital will identify other sites for the ambulatory care centre and provide an assessment of these sites to the HSRC and the Ministry of Health by June 30, 1998.
The HSRC directs the hospitals to confirm by April 1, 1998 their respective Board's agreement to the transfer plan outlined in the directions.
Today's Supplementary Directions follow the issuing of Notices on March 13. These Supplementary Directions provide further detail to the Commission's plans for the hospitals that were issued on July 23, 1997.
The HSRC is a group of individuals appointed by the Ontario government to redesign Ontario's health system. It is an independent agency of doctors, health care educators, hospital administrators, former hospital board members and other experts.
