MOHLTC-LHIN Effectiveness Review
FINAL REPORT

In 2005, the Ministry of Health and Long-Term Care established 14 LHINs (local health integration networks) to increase local decision-making with respect to health care and to improve access and equity, system integration and coordination, as well as quality, sustainability and the overall health of the province. LHINs are responsible for managing their local health systems with a focus on planning, funding and integrating local health services to meet the needs of the residents within their LHIN.

As set out in the Ministry-LHIN Accountability Agreements, the Ministry and the LHINs completed an 'effectiveness review' conducted by third-party consultants KPMG. The purpose of the review was to evaluate the efficacy of the transition and devolution of authority from the Ministry to the LHINs and also sought input from provincial associations and a sample of health service providers.
