Report on the Legislated Review of Community Treatment Orders, Required Under Section 33.9 of the Mental Health Act

Bill 68 (Mental Health Legislative Reform), 2000 was proclaimed December 1, 2000 and published as Chapter 9 of the Statutes of Ontario 2000 (S.O. 2000, c.9). This Act amended the Mental Health Act and the Health Care Consent Act and introduced community-based treatment options for people with serious mental illness. The legislation responded to the recommendations of several inquests, families, health care providers and police.
The legislation (s.33.9) requires the Minister of Health and Long-Term Care to establish a process to review three questions about the use and effectiveness of CTOs. The first review was to be undertaken during the third year following proclamation. Subsequent reviews must be completed every five years after completion of the first review.
Dreezer and Dreezer Inc. was selected by the ministry to carry out this review which covers the period December 1, 2000 to December 31, 2003.
