In November 2005, Minister of Health and Long-Term Care George Smitherman appointed R. Scott Rowand to conduct a third-party assessment of the governance at Quinte Healthcare Corporation (QHC). The objective of this review to assess the capacity of the Board of governance at QHC to govern effectively. The report prepared from this assessment was the result of meetings with the hospital CEO, Board Chair and another senior Board member and the Chief of Medical Staff. Additionally, interviews were conducted with key informants and stakeholders. Contained within this report are several findings and recommendations that have been directed to the hospital Board.
