Health Considerations during a First Nation Evacuation

When a First Nation is evacuated due to an emergency (e.g. flooding, forest fires), community members may arrive in a host community with a range of specific health needs or develop new ones that require coordinated strategies to effectively support evacuees. During the planning and response phases of these emergencies, the Office of the Fire Marshal and Emergency Management (OFMEM) is the principal organization that coordinates response activities in partnership with other provincial ministries and federal departments. The Ministry of Health and Long-Term Care (MOHLTC) supports the government of Ontario by coordinating the response of health system partners, with a strong focus on providing sustainable health services. By working with Health Canada and other local health system partners, the Ministry is able to support First Nations that are at risk for an evacuation by conducting high-level needs based assessments of each community's health status. This information is shared with health system partners in host communities who work to ensure health services are available for evacuees who may require access to health care providers to maintain continuity of care during the difficult and often stressful period while evacuees are away from home.

Non-Insured Health Benefits Program (NIHB)
Health Canada provides eligible First Nations members not covered through private insurance or provincial health programs with a specified range of medically necessary health-related goods and services. During an evacuation of a First Nations community, there may be an increased number of individuals requiring access to this program.
