The HEIA tool includes a template and a workbook. The workbook provides detailed instructions and walks users through the five steps of HEIA: 1) Scoping, 2) Potential Impacts, 3) Mitigation, 4) Monitoring, and 5) Dissemination. The results are recorded in the template.
HEIA is intended for use by organizations across the Ontario health care system, such as the Ministry of Health (MOH), Home and Community Care Support Services, Public Health Units (PHUs), and health service providers, as well as organizations outside the health care system whose work can have an impact on health outcomes.

The Indigenous Lens Tool Supplement provides suggestions on how to include Indigenous knowledge and values regarding health and well-being in program and policy development, recognizing the diversity within First Nations, Inuit, Métis and urban Indigenous populations. The supplement includes scenarios that provide practical examples of how to implement the Indigenous Lens Tool when applying the HEIA equity framework to a project or policy. It is not meant to be comprehensive or representative of the diverse determinants of health or health care experiences of Indigenous peoples in Canada.
The LGBT2SQ Populations Supplement outlines special considerations for LGBT2SQ populations when applying the HEIA tool. The supplement assists users in identifying and collaborating with LGBT2SQ populations to improve policy and program development.
The Immigrant Populations Supplement outlines special considerations for immigrant populations when applying the HEIA tool. This supplement assists users in identifying relevant immigrant populations and collaborating with immigrant communities to improve policy and program development.
The PHU Supplement outlines special considerations for the public health sector in applying HEIA, including how the HEIA tool can assist PHUs in meeting Ontario Public Health Standards requirements.
The FLS Supplement is targeted to ministry and Home and Community Care Support Services staff, who have distinct responsibilities under the French Language Services Act, 1986 (FLSA). The FLS Supplement clarifies and supports integration of FLS considerations.
