Health Information Protection Act, 2004

The Personal Health Information Protection Act, 2004 (PHIPA) which comes into effect November 1, 2004, creates rules for the collection, use and sharing of personal health information by "health information custodians" , such as doctors, pharmacists and other health care providers. PHIPA also gives patients rights around access to their health records and how their health information is used. To ensure that health information custodians know what is expected of them under the legislation, the Ministry of Health and Long-Term Care organized information sessions across Ontario for health care professionals and stakeholders. One such Information Session was taped in Toronto on October 20, 2004.

Halyna N. Perun is counsel with the Legal Services Branch of the Ministry of Health and Long-Term Care. She is a graduate of Osgoode Hall Law School.

In her eighteen years of practice with the Ministry's Legal Services Branch, Halyna has had responsibility for a variety of portfolios: regulated health professions, public hospitals, mental health, freedom of information and protection of privacy. Currently she has lead responsibility for health privacy issues.

Speaker 2 :  Brian Beamish
Director of Policy and Communications
Information and Privacy Commissioner/Ontario

Brian Beamish is Director of Policy and Communications for the Information and Privacy Commissioner/Ontario. A member of the IPC's executive committee, he directs IPC research, policy development, and communications efforts for the IPC.

Brian joined the IPC in 1999. Previously, he held senior positions with the Ontario ministries of the Solicitor General and Correctional Services.

Brian is also a lawyer, having been called to the bar in 1982.
